Asbestos is a naturally occurring fibrous mineral known for its high tensile strength, noncombustability, high heat and electrical resistance. Asbestos has been used in the manufacture of thermal, fireproof and acoustical insulation. Other building materials which are asbestos-containing include floor tiles and mastic, roofing felts, ceiling tiles, asbestos cement sheets and fire resistant drywall.

However, asbestos is a carcinogen. By law, only accredited inspectors may identify and sample asbestos-containing materials. Only accredited laboratories can analyze samples of suspect materials. Only accredited persons can design response actions, and only certain contractors may perform the appropriate response action. Only accredited supervisors can oversee the work, and only accredited workers can perform the work.
